It means:

ورد في السنة النبوية ان ابليس يبكي عند سجود بني ادم وتحديداً عند سجدة التلاوة، وذلك لقول النبي ﷺ: "إذا قرأ ابن آدم السجدة فسجد، اعتزل الشيطان يبكي، يقول: يا ويله -وفي رواية: يا ويلي- أُمر ابن آدم بالسجود فسجد فله الجنة، وأُمرت بالسجود فأبيت فلي النار" [رواه مسلم (14)].
- سبب بكائه: هو الغيظ والحسرة على طاعة الإنسان لله، وليس ندمًا على معصيته.
- علاقته بالتشهد: يشتد غيظ الشيطان عند السجود وتلاوة القرآن، مما يجعله يعتزل وينوح، كما ذكرت،.
- أوقات أخرى لبكائه: ذكرت الآثار أنه يبكي أيضًا عند نزول آيات المغفرة والرحمة، مثل قوله تعالى: (وَمَن يَغْفِرُ الذُّنُوبَ إِلَّا اللَّهُ)،.

Who is meant in the verse?
Many scholars said they are some of the People of the Book who believed in their prophet first and then believed in Islam, such as Abdullah ibn Salam and others like him who followed the truth.

The verse continues to describe them as people who:
Repel evil with good
Spend from what God has provided for them
This means they combine faith, patience, good character, and charity.

The verse shows that whoever holds firmly to the truth and is patient upon it—especially those who believed in the previous prophets and then believed in Islam—Allah will give them a double reward.
Those will be given their reward twice for what they patiently endured and [because] they avert evil with good, and from what We have provided them, they spend."
